I certainly won't rule out the possibility of there being certain niche tactics that can have Inferno rule the game, but looking just at the basics, they have a level 2 unit that sucks (it's pretty crappy in itself, and then it damages your own troops if they are in melee, lols), they have a level 4 unit which has no merits other than being able to soak up decent amounts of damage, they have a level 5 unit which does good damage but which is really easy to kill, and a level 6 unit about which the same is true. But really, if you take Necropolis and Conflux out of the equation, there aren't seriously underpowered or overpowered factions in Heroes III. The worst? I'd say Fortress, although I play with them quite a lot and really like them (especially the town music ). It's underpowered only on the smallest maps, otherwise you can take on most of the other factions with it.

Sure, it has its weakness, some of which are pretty serious, it is not noob-friendly like Castle but can do some pretty nasty things. The Heroes III Inferno is among the most strategically adaptive factions in the game and offers much more than meets the eye if you have patience to learn it.
